Both the main report and the supplemental Report are well footnoted. The conclusions they reached relied primarily on two main sources: (1) interviews conducted by Bonse’s investigation team, and (2) depositions conducted by the Plaintiffs who were injured in the March 23, 2005 explosion. The interviewees were often more forthcoming when they spoke with the accountability investigation team than they were when they gave their deposition.

One of the first decisions that the Bonse investigation team made was to avoid any preconceived notions regarding who might be accountable. This meant they were willing to look at more than the Texas City management team to find accountability.

Their investigation eventually led them to look into how decisions made in London and Chicago during the past decade helped cause the tragic explosion at Texas City.

Despite looking at upper management’s role in the explosion, much of the focus of the investigation was on the BP Texas City leadership.

They found that several members of the management team at Texas City had accountability for this tragedy, but that some members of the team also had significant mitigating factors or who were previously accountable, but not at the time of the explosion.
